You will not get all the details of 2 million in anyway. if your target is 30,000 poly from 2 million poly source. Usually the rule of thumb is matching ProOptimizer verts count to Target count gives you best result in the shortest amount of time.So, if you want to get 40,000 poly mesh, ProOptimized to 40,000 verts first the Compute.
